Not offered a place in a secondary school

My friend is in a state - her oldest daughter is in 6th class. She had her daughters name down in a couple of secondary schools. Got the news that she wont be offered a place in the first school, which she thought was a 'given' in that her primary school 'feeds' into that secondary school. It is over subscribed in a huge way.
The second school is also over subscribed, and she has been told that she is on a waiting list for this school - about number 23 I think - which is pretty worrying.
She gave up her guaranteed place in a fee-paying school (her dad went there) because she wouldnt be able to pay the fees.
Im just wondering, does anyone know what is the story if your child hasnt got a place in a secondary school - what happens now?!?!?!? All of the secondary schools in this area are over subscribed... what is the obligation of the government/whoever to provide a child a place in a school??

The NEWB would be the place to go, I think.

thanks. checked newb.ie - nothing to read on there, but got the number for their helpline, and passed it on to my friend to call them.

from the Newb's website. It probably won't come to that.

What can I do if the school is preventing my child
    from attending?
If a school has refused to enrol or has suspended or
expelled your child, and you are not happy with that decision, you can appeal
it. You can do this by filling in an Appeals Form which should be available on
request from the school (or VEC) or can be downloaded from the Department of
Education and Science web-site www.education.gov.ie. You can seek advice on the
appeals process by contacting the Department of Education and Science at the
    following address:

Aonb, my child is in a similar position. Despite an older sibling and I having attended what we thought of as out local school and my daughter attending a feeder school, she has been refused a place for September 2013 because we fall (just) outside the catchment area. There seems to be no practical help for parents like us except to appeal under S29 (notoriously unsuccesful) or phone around other schools nearby and see if any have a place for her
