    They're both things people legitimately have no choice/control over mind* - and judging people for things they have no choice/control over is one the hallmarks of bigotry.

    How many cans / packs of cigarettes / holidays / huge tvs are you gonna get with your dole this week?

    The level of 'Full Employment' for economies is actually >0% (due to a lot of considerations, such as job-churn), and the exact rate depends on different countries and the structure of their economy - for Ireland it appears to be considered as being between 4-5% (not shown in link):
