I'm looking to purchase a decent Graphics card for my PC as the current one I have is quite old. I just need something where I can get a decent resolution on my new big monitor and will be mainly using it for Lightroom and Photoshop digital manipulations. Can anyone recommend a decent (reasonable budget) that would suffice…

Lightroom doesn't use a video card so your CPU is more important.
Photoshop on the other hand does and as long as your video card was released after 2014 it should be fine for most of it.
Basically any bog standard nvidia/amd card released in 2017/2018should be fine for it today.

A GTX 1060 6GB would be the least you should get and it's like 350$ ish.
